How would you train an impatient horse to do this?

Can anyone tell me why Shilas is always..... Hangin out? I'm being serious. I know horses do so when they're relaxed, but.....it's almost always there( not so much in is video, but in others especially) and not floppy like I see on my horses. Genuine question here, not just trolling.
