My understanding has been that the Galaxtic Federation does not allow aggressive warlike operations in this area of our universe. There are those that attempt with some success to manipulate and gain cooperation with the leaders of our societies but as you say the “attack” would be a human creation. I have been aware that we are not alone since childhood and am surprised that otherwise much more intelligent and educated than me think we are the one and only highest life forms.
