Hi! Thanks for watching. I went there in the morning. I was there around 8:30ish. Some shops were open already but some were not yet. I would suggest you go there at 10am especially if you want to see all the stalls in the Tower. If you are aiming for the stalls outside (along the street), you should be there earlier than 8am. Some areas on the street are still open even in the afternoon. :) I hope this helps. :)
