So, should China consider this request? No actually, as such a unilateral act of generosity by China towards the US would not be taken as a goodwill gesture, but as a sign of weakness. Indeed, in the eyes of the US, such an act would fully justify the increasingly hard line approach that the US is taking towards China. Rewarding bad behavior will only serve to make things worse.

Knowing the deceitfulness. And untrustworthyness of the American regimes and institutions Congress should be making the request to china. The Chinese government should then decide whether to grant the request provided that they that they do not suspect that the Chinese government will implant any spying equipment in the moon rock.Congress should make the request and declaration in the United Nations General Assembly.

they did agree to shared the datalink of the moon circulating satellite few years ago, that americans gonna use to land their own rover on the far side of the moon. few years later and now that satellite is almost end of life span, the americans is still not prepared to send the rocket up there while China is preparing for newer generation of satellites...

The Wolf Amendment of 2011 is the US domestic law that is still in force. If the NASA could rely on US unilateral prohibition or exemption to benefit the US, while the scientists in China are still prohibited from having any communication or exchange or cooperation with their peers or colleagues in the US, China surely doesn't benefit from such exemption that benefits only the US and its NASA.

US moon soil sample came from Half Moon Bay, California. Hollywood did a marvelous with their "moon landing" and moon soil retrieval.

It’s not up to China, it’s the American laws that prohibited NASA from working with China. Even if China is willing to send the moon soil samples to NASA, NASA would have to dispose it under the law. So, why sending it NASA?

I have learnt a lot from President Putin. Never cut off your nose to spite your face. Offer the US a given amount of the samples - but at a price the US will find hard to accept. E.g., 50 smallest nanometer lithographic machines. Etc.
