Resolve Tibet Law
"We welcome U.S. President Joe Biden signing the bill to enact the 'Resolve Tibet' Act into law." Dorjee Tseten, Member of the Tibetan Parliament in exile tells StratNews Global. As a matter of fact, on July 13, 2024, in a statement, the President of the United States (POTUS) signed into "law S. 138, the “Promoting a Resolution to the Tibet-China Dispute Act” (the “Act”)." Additionally, he stated, "I share the Congress’ bipartisan commitment to advancing the human rights of Tibetans". As well as "supporting efforts to preserve their distinct linguistic, cultural, and religious heritage". At the same time the statement said, "My Administration will continue to call on the People’s Republic of China to resume direct dialogue, without preconditions, with the Dalai Lama, or his representatives, to seek a settlement that resolves differences and leads to a negotiated agreement on Tibet."
Tibet & China's Expansionism
Dr. Tenzin Dorjee (TenDor), a strategist at the Tibet Action Institute and Dorjee Tseten speak to StratNews Global Associate Editor Amitabh P. Revi in this comprehensive conversation. At any rate, after Biden signed the act into law, Dorjee said, "This explicitly rejects as inaccurate China’s false claims that Tibet has been part of China since ancient times. The strong language of the bill demonstrates the U.S.' renewed commitment to advocating for the Tibetan people’s right of self-determination". Furthermore, he added, "This is in accordance with international law. By designating Tibet as an unresolved conflict, this bill, which is now law, has major implications for India". " Above all, "not least because it bolsters India’s position against China's expansionist policies in the Himalayan region," Dorjee added.
At the same time, TenDor is emphatic in saying, "It is important that recognizing Tibet as an occupied country and Tibetans having a right to self-determination is, by international law, our right as a collective right. It is very important for India, especially with China's expansionist policy".
Dorjee reveals that "Dharamsala has been targeted by the Chinese government, from the very beginning. It's not a new thing. And we try to learn. We try to protect ourselves both digitally and physically."
Reacting to the 'Resolve Tibet' law, Tibetologist Claude Arpi told StratNews Global, "Unfortunately there is a rider. The One-China Policy is reiterated in the same communique: “The Act does not change longstanding bipartisan United States policy to recognize the Tibet Autonomous Region and other Tibetan areas of China as part of the People’s Republic of China.” In these circumstances, it is difficult to see how the new law will concretely help the Dalai Lama and his countrymen in the near future. In view of the present authoritarian regime in Beijing (and the deep antagonism between the U.S. and China), how Washington can help “resolve differences and lead to a negotiated agreement on Tibet”, is not clear.
TenDor and Dorjee also discuss:

The Resolve Tibet Act is the result of the leadership of His Holiness the Dalai Lama, CTA President Sikyong Penpa Tsering and his exile government, Envoy of Tibetan Govenment-in-exile in Washington DC Dr. Namgyal, International Campaign for Tibet led by its chairman Richard Gare, All Tibetan groups in United States who worked tirelessly in lobbying for the cause. The US Non-Partisan congress not only introduced the bill but also took it to the logical conclusion of making it historical Act to endorse that Tibet was a independent country and it was invaded by the China using it military might.

The population of Tibetans in India has fallen from 150,000 (2010) to 90,000 (2020). This is due to lack of employment opportunities in India and many young Tibetans have left to seek work in other parts of the world. About 500 try to migrate to China. Their status is being review by China government.🦉

There are lesser than 90K in India, Nepal and Bhutan…. Around 65k nowadays… will eventually go down in the next decade or so…. For your information, 7 million of our brothers and sisters are still suffering under brutal CCP regime! Their condition have gone from bad to worse!!! No human rights, no religious freedom,No freedom of speech and now, it’s kinda forbidden to learn our own language and preserve our own culture! The situation is too dire!!!

I feel sorry for Tibet and Tibetans because their cause has entered the arena of great power competition. The new US legislation will only solidify to China of US aim to destabilize china. This issue cannot be resolved if Tibetans in exile are willing to wage war. Short of that - this is a dead issue.

As rightly pointed out by two of our leaders, we are grateful for the support the Indian government has extended to Tibetans over the past six decades. However, we continue to urge them to take a stronger stance, specifically in recognizing Tibet as an occupied nation or acknowledging its historically independent status. After all, the unresolved Tibet issue affects India the most, and resolving it would benefit India and all of Asia.

The border between China and India is an open border with no fences and armed guards. Tibetans living in Tibet who hate the China government can simply walk across the border into india. No one is stopping them. Most Tibetans rather stay in Tibet (China) because: 1. The average income of Tibetans is 3 times the average income of Indians. 2. 95% of Tibetans are cover by Medical insurance. 37% of Indians are cover by Medical insurance. 🦉

Honestly speaking, the best time for a "free Tibet" movement was in 1962. At that time, China was highly isolated, with the US as its number one enemy and a strained relationship with the USSR. China had just endured three difficult economic years, including natural disasters. The US was encouraging Jiang's army in Taiwan to attack the mainland to reclaim rule. Therefore, it was the optimal moment for the Indian army to advance into Tibet, occupy Lhasa, and restore the Dalai Lama's rule. This would have meant India would border Tibet, not China, which many Indians wish for. However, your army did not succeed and was defeated miserably, even when the PLA was at its weakest. You missed the chance then, and now, with China as a superpower, you will never get it back.

Wonderful to watch this amazing discussion happening in India. This made me to ponder about a new avenue of cooperation and collaboration of INDIANS (Devs and Devis as considered by Tibetan) and TIBETANS. All the Indians should learn revive, preserve and propagate ancient Indian wisdom (others before self, peace, love, compassion, brotherhood and sisterhood) which had been preserved and practiced by TIBETANS, which could be brought back to India primarily by His Holiness the Great XIV Dalai Lama. This could one day make our better place to live sustainably.

The Himalayan mountain range serves as a natural boundary between China and India for thousands of years. All land North of the Himalayan mountain range belongs to China. First of all both the delegates have answered quit well regarding Tibetan cause and thoughts and concerns also the questioner also seems to point and get answers to main questions mainly as a knowledgeable point or strategic approach, Tibetan cause is fact so looking back in history how much oppressive or powerful king or dictator historians have always shoveled the fact. As many examples you know. That’s is why Tibetan resistance or cause will never repressed. Second how Tibetan strategies are to get back its country whether non-violence or violence? -- Tibetan in blood and in its genetic we are absorbed with advice and respect and trust with His holiness Dalai Lama many might still feel Tibetan must be scare or no other choice it’s totally wrong we have more than hundreds of self immolation pawo / heroic people who has sacrificed their life for Tibet which clearly demonstrates how strong Tibetan are, but we Tibetan believe in non-violence path is best for Chinese as well as we. So we have been working on this. About Indian government concern India obviously can do much much better than what they have done , the benefits of this their future generations will appreciate and enjoy the fruits of your laborers.

you should invite more people to your talk show rather than these twond others who have been in SFT and youth congress . as you know these two NGOs were supported by the tibetans so far just because they were part of us. but recently many of tibetans are now awaken with the awareness of these so called academic degrees literated are creating chaos of separation among us tibetans because of their ignorance and short sightedness. As you all know we as most tibetans follow the path of middle way approach by His Holiness. and as a tibetan, I am worried we would not survive as tibetan by going against the middle way approach and after his Holiness is because of our minority in population. Asking help from outsiders like begger is not helpful when we don't know what help we actually need to be helped.

India will be in an awkward position if it recognises Tibet as separate state because China will surely claim Arunachal Pradesh as south Tibet or even Sikkim and part of North East India. India should not blindly fall in line with US led west warmongers. Instead concentrate on over all development of India and at the same time keep vigilance on border along Pakistan and China.

China was at it's weakest point militarily in year 1958 to 1962. 1)"Great Chinese famine" from 1958 to 1962. 30+ million died. 2) India had Israeli and American support in the form of supplies/weaponry. Research on "Israel aid to India in the 1962 war" and "America's aid to India in the 1962 war" and "JFK’s Forgotten Crisis". 3) The Sino-Soviet split from 1960 - 1962. China had nothing. No weapons, guns, artillery supplies from either Western and Soviet and no food (serious famine). Despite all these advantages, India couldn't get the land grabbing job done through Nehru's forward policy, and lost the war in the most embarrassing fashion with 98k extremely "brave" Jawans waving the white flag of surrender. 🏳 Now, India is thinking of more land grab when China had advanced far superior than India militarily and economically? 🤭
