Pena is a common name for a man. The prime minister refers to a man in his team, I guess, a man called Pena. Kind of showing the lack of independence of thought (Pena came up with the thought). And, I think that this is how politicians work, the more power they have, the greedier they get. The whole political scene is based on doing services to a colleague and the service is expected back once the power shifts. People with ethics are soon smoked out from politics.

The way i see it, is that the prime minister isnt actually doing any decisions. His assistants are running the show but the prime minister has a lousy mouth and he reveals everything.
