Singapore government is not to be blamed and there is something that you are not aware of. From what I have heard, Singapore’s election system is different from other countries; citizens are not entitled to vote, whereas, Malaysians and other foreigners are entitled to 2 votes and 1 vote respectively. Education and medical welfare are totally free for Malaysians and heavily subsidized for other foreigners while the citizens have to pay in full.

Firstly, Anwar is very different from Mahathir. Secondly, other PMs following Mahathir, continued his 'Singapore agenda' (playing to the majority Malay gallery), thus the bilateral relations remain basically the same, all form but little substance in terms of benefits to the nation, just like what you are alluding to. Like I said Anwar is different. He is not arrogant and is humble, so where there is a need to improve ties for the benefit of the nation, he will see to it.
