Replying to each of these statements: 1: The officers were asking if he lives around here and told him to take care of his belongings. Not racially profile him. 2: The individuals were acting suspicious and hiding something from the police, hence the search. 3: The 'litter' is there to remind people to not leave belongings in the car. Even if you have insurance, you don't have to go through the trouble of making a police report.
