You made 1 mistake, but that's ok. While copying twixtor after selecting key frames you had to press shift and tap on twixtor on your effect controls panel, then your frame rate settings would have been copied. Sorry for my English btw

one mistake.. you should've copied the twixtor not the keyframes, keyframes would've been copied too..see your framerate settings and other twixtor settings haven't been copied too..hope it helps
