Because he and all his friends are too wealthy to have been affected by their own poor policies and decision making but also are the ones to benefit most from their tax cuts. He has likely never had an actual conversation with a low income family, that have become dependent on both Universal Credit and food banks, in the hope of scraping through one month at a time. Where for most of us in the real world, even if we personally aren’t quite in that position, we will either know people who are or have seen it with our own eyes or maybe even know teachers who are dealing with kids on a daily basis who are just getting enough food to survive but are drained all winter long from living and skin a cold home. He just gets reports or has the occasional visit to deprived areas but probably believes that the people he sees are putting on an act and the reports are just exaggerating, so he can almost treat them as novels and plays to such a level that he has dehumanised those in most need, in his head to such an extent that he feels quite comfortable in vilifying them.
