The fact that the water piston is a sticky piston by default is sort of correct as water ( or any fluid in general ) are sticky ( for how much is depend on fluid type )

For part 2 you should make a mod that randomizes the properties of every block in minecraft randomly. For example, an oak block that acts like water, or a skulk sensor that is a sponge.

Hmm… what if you made water and lava behave like redstone blocks, but they still retain their original properties? This means that lava powered redstone circuitry could work, save for the fire hazard. On that note, could you also try making redstone dust set everything around it on fire like lava?
