i think what u said about dv is right. the best thing bungie can do to rework it imo is make it 2nd or 3rd debuff in the game, so that other options can be discussed to kill bosses. the casuals will probably go with the ez option and go with div and 5 ppl doing damage because it's ez. and the speedrunners or highly skilled players will use other tools to debuff, so 1-3 ppl in the team would make small sacrifices maybe like changing their super, or subclass, and use some skills like rotating debuffs so get as much DPS in that time window while all 6 players are doing damage

titans spamming all 3 abilities empowered by a150% buff is okay for Bungie hunters breaking Aim Assist on an EVASIVE FUCKING ABILITY is not and got nerfed thrice. Okay, Bungo.
