I understand your point, but I personally disagree with the concept of "international law". It undermines the entire concept of sovereignty. Traditionally, you are subject to the laws of the country in which you're located. So the North Korean hackers are likely not doing anything illegal. A perfect example is using American freedom of speech to make legal broadcasts into countries with censorship. This is still commonly done into Cuba, but used to be much more prevalent during the cold war. The internet should not be any different.

Saying he shouldn't be doing what he's doing is like saying, "Hey, that bully punched you in the nose; you shouldn't retaliate, or he might punch you again . . . " When the proper response should be, "Hey, that bully punched you in the nose; you should gouge his f***ing eyes out so he never bullies anyone ever again. There you go; good lad."

It's not like the 3-letter organizations have at all been effective. Sometimes aggressors need to get a broken nose otherwise they act with impunity and immunity. Much worse could have been done than was like causing the toys North Korea is testing to go off course and land in for North Korea undesireable locations if they're at all computer controled and have radio links. Even with spread spectrum technology in use several random frequencies could be hit by several random strings during one of those tests or during fueling. Even if the targeting isn't disrupted, anyone doing something like that could perhaps produce some interesting effects. If that type of an attack fails completely, we just got ourselves what may prove critical information on the missile telecommunications technology in use. Even if the 3-letter agencies are uninterested, I'm sure Japan would be very interested in getting that kind of information which they then on their own could exploit further. As it was said on the untouchables, they send one of yours to the hospital you send two of theirs to the morgue.

This kind of operation is a double-edged sword. You're doing great work in annoying the hell out of the North Korean government and testing their security protocols to find powerful vulnerabilities, but then again, they could be patched and make it harder to exploit or it could screw up foreign relations and make them more hostile. I'm personally going to have to go with the non-offensive side here. There could be unforeseen consequences that we know nothing about.
