The government should’ve built those dams to catch all the water that they were sure wasn’t going to come

It's easy to point fingers and complain, but it takes 9 years to build a dam and that is only after you get approval from the civilians voting on paying for it with taxes. Good news is we don't need more dams as we can install 2 way pumps to pump water back into the ground for storage. So there is not a need to panic and believe all the propaganda being pushed by farmers and ranchers.
