When you were in victory road and only finding graveler it was because of how gen 4 rng works. The seed for rng is determined based on the time you open the game and then start it meaning the same seed is kept using a save state. Because you were not doing any actions to progress a step through the seed you were finding the exact same graveler every time because you were at the same point in the seed. There are a few ways to progress steps that would let you get different encounters in the future.

I wonder if there is a way to change the trainer tip signs that are scattered throughout to give advice like the OoT randomizers, i.e. "valley wind work leads to badge name", or something like that.

I dont think the once you call "Default" is actually default for that location. If you would've compared what city it said on the save screen when you were on the basement floor and ground floor in the pokemon center I think it would tell you different locations. Since every stair case is a loading zone they too have to be randomized.

The way rng works in gen iv, everytime u load state to run and find a different pokemon, u actually are on the same seed and will get same encounter. Referencing the first gravelerer. Same applies for loading state before throwing pokeball
