Nearly three months ago, someone left a backcountry snowcat on a broken trailer in a Silverthorne La Quinta parking lot.

Even if it HAD a VIN, they are not registered so they would be useless. It's the same as buying anything, UNLESS you register it, there is no record of ownership. IT was used at a ski resort, not on roads, never needed to be registered. VINs are not logged until they are registered. Duh!
