For some reason you have to collect all red star ring in one run, if you miss one you have to run for it again include one you have collected

you can get all red stars with sonic to the last one is a bit tricky to get use light speed attack to homing the water bobble automatically with this method i get all off them

You can also try swinging back and forth between the grapple point and mash Jump until Sonic hits the bubble. Though there seems to be a bug where that Ring just doesn't spawn until you've hit the checkpoint just after right before the wall run.
