It makes sense for this Rayleigh because he’s a defender, he needs to stay on his flag. If he perfect dodges a long range attack he’ll stay in his treasure area

I had 1550 left for Roger (got EX whitebeard with another 1500) and pulled him with just 300. So now I have 1250. You'l probably get up to 2200-2300 gems until last day for Roger's banner. You could take the risk but still 3000 for guaranteed
