Unfortunately WC is well run for the rich and middle class, not the poor. Today there is no public transport in cape town, gangs are killing Uber/taxify drivers. Middle class and rich have cars, leave the poor as they're.

There are more job opportunities in WC as well as international investment. Friends of mine relocated to WC and there was a cost efficient bus service so I dont know what you mean by no public transport. I've seen programs that help the poor and educate them out of poverty.
