A top Philippine navy official has broken his silence about an alleged phone call he had with a Chinese embassy official. Speaking with lawmakers, Vice-Admiral Alberto Carlos denied accusations he had compromised national security by making a secret deal regarding conduct in the South China Sea. Following weeks of allegations and speculation about whether the phone call even took place, Carlos testified before the Philippine Senate’s defence committee on May 22, 2024. While he denied making any “new deal”, Carlos admitted speaking with a Chinese military attaché about rising tensions over Manila’s resupply missions to its outpost at the Second Thomas Shoal, a disputed maritime feature in the South China Sea.

A mere Philippine military officer has no authority to enter into any deal with a foreign government- more so if the deal involves a matter as contentious as the SCS dispute. China knows this. Yet it engages in deceit and malicious conduct by entering into a deal with a mere military officer, if there was indeed a deal. If you are saying that it is impossible for high officials not to know what their lower officials are doing, you are actually advancing the argument that Xi Jin Ping knows and consents to every act of corruption and abuse being committed by lower Chinese officials. 😩

Why is it wiretapping if the official meeting was held and the transcript was provided? Isn’t it normal that most of the meetings keep records? I thought wiretapping means you are eavesdropping on other people’s conversation. But isn’t this a talk between Filipino and the Chinese?

Its an informal talk as the Philippine military (AFP) are not responsible for any deals and policies to be implemented they are merely responsible on implementation of said policies. Only the Department of Foreign Affairs (DFA) of the Philippine Government or the president is able to make deals with other nations. And the Law in Philippines is to ask permission for on both parties for the recording which is normally asked in formal meetings even in classroom setting. China using this "Deal" on a not authorized person is like asking a security guard of apple for permission and contract setting to buy the company which is very weird.

@@typicalKAMBlover21 If im not mistaken its for all talks either face-to-face, online, or on-call like in zoom meetings the teacher is to ask permission for recording the meeting. Well based on my google search its says this "It is unlawful for any person, without the authorization of all parties involved, to tap any wire or cable or use any other device to secretly overhear, intercept, or record private communication or spoken words." Well in that case if its under negotiations why with the military head as they are just the implementators. I just find it weird that China is claiming "bad faith" where they violate lots of international laws by just blocking freedom of navigation not to mention old promises which were broken. And this is a local law which was done by the Chinese Embassy in the Philippines which should follow the laws for the land as they are in it which shows makes grounds of being blacklisted in the country as it is a sensitive topic also increases tensions between the two parties which each embassy is to mitigate.

Maintaining the status quo in the SES has always been peaceful in the region for hundreds of years. Fishing and travelling has never been a contention. To provoke war over some useless reefs is mind boggling! Such a war would only escalate into the Philippines like the Ukraine war and not into China. Just like Zelenskyy, Marcos is putting the lives of his people at risk. At the end of their terms of office, they’ll be enjoying a rich retirement in Florida and Hawaii while their peoples suffer horrific hardships.

Just a concern person regarding what's happening in the West Philippine Sea resupply mission. I would just like to respectfully request if possible to consider using SDV'S known as Navy Seal Carrier to do a more covert resupply mission to prevent escalaton and show of Force incidents. US Navy Seal Group has this capability for covert insertion operation. Maybe we can look at the possibility of using this technology. It can provide a safer means to the PN sailors.

Its still illegal according to the law of the Philippines, Any foreign embassy simply cannot make any agreement with any agency except dept of foreign affairs (DFA) ... so if it really happens, it was still invalid. And theres a two options there, charge an embassy with wiretapping and illegal agreement without permission to its higher boss with is the President. or expell this Chinese Ambassador

And China is a signatory to UNCLOS which dileaneates maritime zones. Not a single country recognizes China's ridiculous claims which has been declared without legal basis by the 2016 Hague Ruling. The claims are so absurd that even China can't make up its mind as to which of the 3 claims it really wants to ram down the throats of everyone else.

To give context on what happened, it was actually the Chinese diplomat who called Adm. Carlos on the phone, out of the blue and initiated the discussion about resupply missions. They both agreed that there should be dialogue between their countries to avoid clashes in the contested waters, however, Adm. Carlos NEVER agreed to any plans or made any deal with this diplomat. He also NEVER consented for their phone call to be recorded. This was a sly tactic the Chinese gov't did to make it appear there was an "official" agreement between the 2 governments.

@@rian4104 You are a bone head. Diplomatic communication means the communication is between embassy official and department of foreign affiars. Which is clearly not. Recording is different from wiretapping. If the other party is aware that he is being recorded then its fine. But in this case it is not and clearly a case of wiretapping.

It was a very disturbing behavior by the military attache of the Chinese embassy by contacting a naval officer of the Philippines to set up this new deal without going through the normal diplomatic channel. It broke all diplomatic protocols and sought to bypass the authority of the civilian adminstration of the Philippines.

you are confused. what is agreed is how 2 military will conduct their mission. it is not under the authority of civilian administration which only define the objective, not how it is undertaken. the admiral has the right to even surrender his forces, many admiral and general has done so in history. the president gave them a sword to symbolise they are in control. and if the 2 military has no right to talk to each other, why do military attache even exist? they exist because military do have the right to talk to each other and even negotiate surrender if they believe it is untentable. all the president can do is sack the general after the fact, but as commissioned officers, they have the right to represent the country in their field of operation. when Trump lost the election, US general literally call the chinese in front of his general staff and told the chinese he will not attack china even if trump commanded it. no one charge him for treason.
