Never underestimate the resourcefulness of a convict. My coworker at the prison I worked at had a joke he liked to tell. How do you tell a Convict from an Inmate? Take two of each, put one in one fenced area, and one in another. Give one two matches, and give one two cigarettes. Walk away and come back in 10 minutes. If they're Inmates, they'll still have what you gave them. If they're Convicts, both of 'em will be smokin'.
