Snap works like that: Hulk stops time. Goes to every possible place where the life was snapped. Manually decides where to put the unsnapped people. If it's safe (most cases) they are where they were. If it's not (plane, boat, road, train..), he snaps them back into another place. That's trillions of manual checks, but it's confirmed that's how he did it
