Its a product made from pre existing brands that isn't tested by the FDA to determine its health/safety benefits. In reality anyone could make these and put god knows what in them for an extra kick. It's not safe to sell. Kinda like food in china... plastic noodles, chemical meat, unsanitary processing proceedures etc. You cant just turn out any product in hopes of making a profit. If its not safe, and you dont have the proper means of production/distribution, its illegal.

Liquor license, selling without carding, and taxes. Miss out on any and this man’s fucked. When he gets audited, he’s going to have to explain a lot. Hustle or not, if he’s not legit now, he’s just incriminating himself. Seems cocky for repackaging what most people can make at home.
