In lkg after letter sound and vowel introduction teach cvc words. Also start sight words and while teaching cvc words teach small sentence reading . Yes ce ci cy says /s/ sounds. This two letters blend is taught before teaching any spelling rule just after learning individual letter sounds to practice blending
