Standard consistency of a cement paste is defined as that consistency which will permit a vicat plunger having 10 mm dia and 50 mm length to penetrate to a depth of 33-35 mm from top of the mould.

The amount of Water should range from 26% to 33% ONLY, it should not exceed than the range and you took 41%.. The water is too much and the mold is too slummy as visible... MOREOVER, you had to give the time to it before immersing the vicat plunger inside and had to place the mold in the middle but your mold is not in the middle.. TOO MANY MISTAKES and CASUAL ATTITUDE.

Experiment ko as per IS 4031 part - 4 ) 1988 ki hisab se kariye ga 400 gm cement ka 28 % Water le kar start kariyega room temperature 27% puls maynese 2 and humidity 65% puls maynese 5%

It took way too many people to do this test, you took way too long and the apparatus should penetrate for 30 seconds only but of course that’s only if you follow astm
