Im.a shepherd please keep your dogs on a lead and train them around livestock. Always close all gates and if cows come up let your dog go, ignore the cattle. Please DO NOT FEED ANYONE ELSES ANIMALS.

Bulls of recognised dairy breeds (Ayrshire, British Friesian, British Holstein, Dairy Shorthorn, Guernsey, Jersey and Kerry) that are over the age of 10 months are banned by law from fields containing a public right of way. Bulls over 10 months of any other breed must be accompanied by cows or heifers when in fields with public access. Make sure that any warning notices relating to a bull are displayed only when it is actually present in a field. Horses may be kept loose in fields crossed by public rights of way, as long as they are not known to be dangerous. You can be prosecuted if you keep any potentially dangerous animal on land crossed by a public right of way.

The following is cut and pasted from Government Guidance on obligation of landowners and occupiers of land with R of W running across it. I suggest that a bull in a field with access to people legitimately using a R of W is not complying with Gov. Guidance. I agree with previous comment that of course dogs should be properly controlled and on a lead but if a bull is in a field with a R of W it should be fenced off, I believe bulls are potentially dangerous animals. All good advice but doesn't touch on a farmer's responsibility, makes out that it is all down to the walker. Quite often there isn't an alternative and/or you can't see the livestock when you enter the field. Cows may be 'curious' but they also kill people (with or without dogs) and should not be out on public rights of way when they have calves.

Of course dogs should be on a lead and you should shut the gate - but it's the landowners that need to make sure people (and their dogs) are safe from livestock on rights of way. If a bull isn't safe to walk past it shouldn't be there.
