@Drututt I'm not sure if someone else has already said it but you said in the video that you went First Strike because you had Nami but the 13.21 changes means that Nami's E is now her damage when cast on an ally, so it doesn't interact with your First Strike.

Can someone explain to me what is La-li-lu-le-lo mean ?

The first kill miss wasn’t an Akshan bug. If you’re fast enough in between shots you can manually change the target of the second passive auto. After the first auto went off, Druttut moved his mouse and clicked on a minion which made him auto the minion as a second target. The QoL mechanic does work like he said, but it always auto acquires the target nearest to Akshan. The minion Akshan hit wasn’t the one closest to him.
