The object in diving is to create the least splash in order to get the best score, but with such a bulge it just increases the likelihood of drag while hitting the water. It's not a very nice way to reduce your score but better for all who like to watch. I'm sure he likes to let to hang freely while he is at home alone. Nothing to get in it's way.
