They're no the same person, just because Troy and Steve are voiced by the same person, doesn't necessarily mean Troy and Steve are the same people. They're two different persons, they just happened to have to same voice actor.

Currently I watching The Americans on Disney+. I found voice actor of Steve Haines from S1 EP6 “Trust Me” as Cal. And I was like “What the hell is that Steve Haines doing with Philip Jennings?”. (BTW, I just realized that the actor that voiced Josef in GTAV was the same person that starring as Rezidentula Officer from this series too. Appeared in S2 EP2 “Cardinal”.) PS. Robert Bogue also starring as ESU Captain Wilson from Showtime’s TV Series Homeland , appeared in S6 EP5 “Casus Belli”. (Didn’t watching this Ep. yet, currently on S.4. I watching this TV Series on Disney+ too.)

It seems strange to think that this was somehow an "undercover" Steve Haines, but you also have to consider that Rockstar rarely re-used voice actors for other roles, and if they did they tried to hide the fact it was the same voice. They didn't with this one, though. He talks almost exactly the same in both roles.

what do you think about the heavy rifle? i think its decent for survivals but thats about it. if armor piercing rounds were not very limited id say the assault rifle MK2 with armor piercing rounds beats almost everything except the combat MG mk2 and im surprised with how that dint get nerfed with the damage output on that thing.
