We trusted his promises that he would pay, just later cause he got financial issues. He didn't pay and we discovered he was spending money in other stuff. We told him he could not come until he paid for the 3 months he owed us. Next thing he did, he went around telling people that WE mistreated him, that WE didn't listen to him and were not "friendly".

The offender can't move forward, and the vigilantes can't be run over. A chock is a wedge used to prevent a wheel from rolling. Chocks for cars are small and would not block the sidewalk. (especially as they're portable, and would be used only for aggressive offenders using their cars as weapons)

Instead of negotiating with these lackwits, they can block their path, without impeding other pedestrians, or preventing the offender from driving backwards.

Sad reality, the fine with medical costs for the victim will be around $300-$500 tops, worst case scenario. It's nothing if you can afford a $50k+ car.
