Yeah, you can. You can attack Gill during his "Resurrection" process. If don't attack him during that time, he will simply recover all of his health, and you will most definitely suffer the consequences for failing to stop him. But if you attack him during the process, he'll still recover some health, yes, but he won't recover all of it. Which will turn the tide of battle in your favor, most likely.

That was actually the entire point behind Gill's design back when New Generation came out. He was meant to show off they had the tech to have seperate sprites for the right and left, which was pretty unheard of at the time. It's also why his specials change depending on what direction Gill is facing.

The problem is that the resurrection pushes the player away, making the shin shoryuken impossible and also the hadouken is slow, while he is at the time of healing it is better to use the Tatsumaki Senpuu Kyaku seems to have more approaching strength and is good to take down, creating a setup of Denjin Hadouken enabling stun and thus being able to win the fight.
