Мне кажется этих людей нужно насильно закрывать в больницах и лечить...) Нужно построить что-то похожее на ферму ...с большим забором...чтобы они пока не излечаться не могли выйти...лечить и заставлять работать....только так...иначе они сами не смогут от этого отказаться.

If someone offered just one person to clean up the mess on the ground for 50 dollars a day and had to prove it via photo the rubbish cleared then this would very quickly become the cleanest block in the neighbourhood. Promoting a sense of community and pride which would surely spread across all areas. If I were a member of this community and someone offered me 50 a day I’d be the best and most efficient street cleaner that ever lived,trust me on that!

You're not going to save them though. Your clear place to please who? To the exasperated local residents and other curious but intrepid vacationers on this side (we won't see most of them) CLEAN for the sanitary side and saving them from their filth (some no longer know what they are doing) This is hardly of any use. seems to disturb the police and other ordinary social services. We need conscientious people on the ground who care about people. Without forgetting the dealers who must be tightened differently. Not leave them set up on the street with all the possible cameras and in place in some of the city

This must be great for the dept of tourism! People can map out where to visit in Philly. Where the great food is, where the fetty is, where to set up a tent. Just in case they dont want to spend the money for a center city fancy hotel Just pitch a tent on Kensington! Whoever the tourism director is, she or he is doing a great job promoting the city. Oh and the ' element' that lines the streets and sidewalks, id feel very safe and comfortable.
