The rise of india can only happen when the West is weak enough. The only thing making them weak is China. So, basically India needs china to be grow and rise in an indirect way. So if you partner with one of your enemy to destroy your other enemy, u r making one of the enemy more stronger, which is very harmful for india. It's best to keep both enemies strong enough to balance out each other, so that no one can disturb india.

Na we only have to keep rapidly growing once our economy touches around 10 trillion our hard power will roughly double making us a greatpower/ near superpower then china can't think of starting wars with us and also we need least 500 - 600 nukes for further deterrence as chinese economy adopts a slower growth path and our economy adopts a faster growth path with so much firepower in India's arsenal they can't do anything even if they want to and no matter how insecure they get but for that we need to reach 10 trillion usd economy in next 10 years which should be very much possible as our economy is set to cross 7 trillion by 2030 and should build our naval power to further check and deter china.
