i have done this procedure quite a few times, ive done it before on same kind of phone it erased everything no issue, trying to erase another lg stylo 6 & have reset it over 5-10 times but its still google locked. can someone please help me???

I don't understand I get all the way to the part where I put my lock SIM card in then it brings me to that lock screen you say take it out and when I do that it brings me to that next screen where I have to bring down. That toolbar thing to connect the Bluetooth my phone shuts off why is that

You can put your sim in another phone ... then go to setting ... look for sim lock and put a pin

There is a much easier way without Bluetooth guys. just turn off the wifi when its installing updates and set pin and your done.
