Well planes in submarine was not Japan's idea, it's quite a old idea, but those submarines can only carry recon plane

Atleast HMS M2 was head on it time, First one to be Submarine Aircraft carrier.

HMS M2 was commissioned in 1918. She was converted in 1927 to have these seaplanes. This was ahead of its time. I-400 was as late as December 1944 to be commissioned.
