Yea the way its used here is very weird. In Arkham Knight and Asylum its shown that it can literally traumatise people that they started running around screaming sometimes even causing physical and mental affects on people. We already saw how it affected Batman throughout the whole game, the guy with one of the strongest willpower ever got overtaken by his fears that he was pushing everybody away from him and became Joker. I am guessing Batman modified it to just make it look like his a demon and keep the toxin temporary but still.
