I went to Dagobah early and Luke got his upgrade immediately. And I did Death Star 2 early too, and Lando got his upgrade before formally introducing him.

I played this game recently and i can confirm that the only bird that you can feel an upgrade is luke skywalker, the other are the same, you wont see more power.
