Thanks to RingsOfGenosis, I was able to find some of Toad's voice clips (provided by Samantha Kelly, of course) under the Sound Effects Part 3 file for Super Mario 3D World in the Sounds Resource. These were made available by Rafa Nintendo until the channel for some reason either got deleted or was somehow made private and no reuploads were made for Toad's voice clips here. I tried recreating that video, but most of the voice clips are either elsewhere (i.e., his 3D World sound file in Super Mario Maker 2) or unavailable entirely. I might try to make a better one if someone uploads Toad's voice clips in a separate folder like the rest of the playable characters and Pom Pom. The only Rafa Nintendo uploads I saw entirely so far were voice clips for some games Toadette appeared in like Mario Party 10. If anyone knows what happened to Rafa Nintendo and why, please inform me in the comments.
Anyway, I love her performance as Toad and personally more than Keegan Michael-Kay's performance as Toad, though a few of his voice clips in 3D World are admittedly a little aggravating to me such as his super-excited "Wahoo!" where he screeches at the top of his lungs. But overall, I find the voice clips great. I also find some of them fitting for the next Mario Kart game if it brings the dual-kart mechanic back (along with its partner-dragging) and has short dialogue lines as the camera shifts from the driver's front to the back of the driver transitioning to the starting countdown. Samantha Kelly's performance as Toad perfectly balances his raspy voice with how cute his kind is portrayed to be. I have a similar opinion with Laura Faye Smith's performance as Rosalina, which is otherwise said to be her worst voice on a consensus due to how drastically different she sounds compared to Mercedes Rose's and Kerri Kane's performances as her, but why I prefer Laura Faye Smith as Rosalina will be for another video that focuses on her voice.
