It isn't cuase if u got it from someway like in stardrops it shows u sometimes for free in the shop but u need to get Shelly to lvl 11

The reason you get an hypercharge offer for free is beacuse since supercell permanently removed the hypercharge unleashed event, now on every new account will get a free shelly hypercharge after reaching 1k trophies. Hope that helps!
