I think Rammus R length is determined by move speed so even though your mouse position was right ur ms was like 200

The cursor thing also happens to me on Sion R. Even though Rammus let range scales on move speed, it should've went a further distance than that. At 24:38, you were standing still and went the normal distance. The first time you used Rammus ult at 13:53 should've went that same distance. It must've been a bug.

Rammus' ult - jump range depends on your MS. being slowed means you had very small ms. you did jump but not as far.

With K'sante ultimate Sylas doesn't lose anything or gain anything. He basically only does the displacement over walls

You can steal people's r while mid e2 for example if you landed e2 on yassuo you can steal it mid dash in e2 and activated on him cuz it's a knock up, you can also activate something like seraphine r while dashing in e2
