How would you rate the importance of the ‘personal planet in the others house-placements’ to the plantery aspects of the personal planets? (Right now I’m looking at a synastry chart that lacks in nice Venus or mars aspects but does have beautiful house overlays (a lot of 5th, and 9th, 11th, 1st). There are two squares from Venus and mars to the other Sun, but i think this can also cause sexual attraction but might be the reason the relationship won’t last too long.. )

We have moon conjunct neptune double whammy, even in composite and davison.... He's 18 years older?? Does it count!? All our synastry mostly is double whammies...

That sounds like a very interesting and compatible synastry :) I probably wouldnt have counted the Neptune/Moon or any aspect with a transpersonal planet, but if it is both ways- then I would!

I’m in the Pluto generation and everyone in my generation conjuncts my libra rising do things like that “not count “ ? My husband his moon is in my 8th house can you please do a video on that ? His sun venus and mars fall into my 7th house

That's a great question! And yes, you are right that these aspects "don't count" in synastry- because e.g. if you have a Venus on the mid degrees of Scorpio, your entire generation will have a conjunction to your Venus. In synastry we cannot give a lot of importance to aspects with transpersonal planets.
