The closing of syringes is a crucial process for finishing the drug product. You have to consider different plunger stopper types and there are different methods of stopper setting available. You have to pick one of them. In some cases vent tube stoppering may not be the appropriate choice, e.g. when it comes to coated stoppers or reducing the residual air bubble. Then vacuum stoppering is most likely the right way to do it.
