I did Systema a while ago and actually he could have hit, but he spares it so the enemy doesn't have to receive an impact thus he doesn't need to soften the impact by rolling backwards or falling etc. it is just to save time and demonstrate faster. In training we always hit with power. When demonstrating continuously several angles and perspectives you just "ghost punch" them to show from which direction it would come from and how he/she would react. The enemy who are supposed to be hit also "ghost fall" just to absorb the impact if the trainer would really hit. If you go into the direction the punch is heading to, you take a little bit of impact out of the punch. So yeah just for demonstration purposes and to spare the "victim" if a real demonstration have been showed already.

From what I understand, "no contact" techniques come from the general understanding that a fist coming towards you, hurts. The same goes with something you aren't aware of. So if you know a fist, or any other body part, hurts, when it comes barreling toward you, you tend to see it as a stop sign before you can even think of what it is, or how to react(it's similar to a "flinch" when you see a notably scary scene in a movie). Normal people tend to freeze up at this stage, so when he continues the forward movement, people tend to try to move out of the "line of attack". In doing this, the attacker can somewhat control the other persons movements. I don't believe these movements are telegraphed. I'm sure they're just demonstrating it, but it seems to have some use in certain situations where the attacker has the upper-hand and other person knows your hits will do them harm. What I like about this art, is the psychology behind it. They don't try to use force on their "opponents", rather, they go with their movements, then "break" them when they're vulnerable.
