Why not fine people for littering? Simply make it a hefty fee. Develop a linked system to tag violators to their passports for those who refuse to pay and catch them through customs.

I hate to ruin your ideals of Japan, but a lot of the people that littered are Japanese.... I think it would be horrible for Kamakura city's economy to essentially ban domestic/foreigner tourism with such harsh punishments. This boils down to lack of infrastructure to accommodate this many tourists and people losing their freaking minds over a cartoon.

@@g_rr_tt You're right, which is why I said PEOPLE. It's a given if fines are enforced, police will easily be able to fine someone Japanese. I was addressing how police could fine people visiting Japan.
