The upscaling doesn't work here because of the poor quality of the source material. All I see are digital artifacts.

It’s not poor material.. the wind hits the exact frequency of the bridge.. everything has a frequency including humans… and once there is an external factor with same frequency interacting with is, that’s what happens

Because the Tacoma Bridge's trusses were sideplates, rather than X shaped gerters, the windy conditions caused what is known as an Aeroelastic Flutter, causing the bridge to bob up and down in high winds. But on November 7th, a windstorm lasted for so long, the bridge's bobbed for so long, the roadway grew weaker, and then began that twisting motion that you seen which continued until the roadway broke to pieces.

This 'upscaling' is hopeless. Too many video artefacts, blurs and disjointed areas. Maybe better source material would work far better?
