The following steps must be taken in Shariah after taking hold of Afghanistan (or any other claims of establishing law according to Islam like Imran Khan's claim of establish Riyasat e Madinah for instance): 1 The war booty (ghanimah), a fifth of its value, should be redistributed amongst the poor and needy. In the case of the Taliban, they have acquired millions if not billions of war booty from the American army and its allies. A fifth of this wealth must be circulated amongst the poor within a year. 2 Collection of Zakat from the rich to be distributed amongst the poor. The Zakat cannot be stored away in the Bayt alMaal (Treasury) but must be distributed before the end of the Islamic year. 3 Collection of the farming tax (u'shr and kharaj) and distribution of food stuffs amongst the poor seasonally according to farming practises. This would involve the banning of poppy fields, which the Taliban have done in the past, and encouraging farmers to grow food. The U'shr and Kharaj is not a severe tax and easy for farmers but benefits the poor immensely. 4 Establishing public endowments (awqaf) which involves people paying for wells, hostels and other public amenities which is funded from Isaal aThawab (sending reward to the dead). 5 Cessation of certain Hudud (corporal punishments) like hand amputation for instance until the population is fed, watered, sheltered and clothed, and until there is an end to all civil war and hostilities. 6 Not allowing corporations to plunder the natural resources of the country. The Taliban must cease all national resources and allow the population of Afghanistan to benefit from it first by keeping the prices down. 7 Not taking interest based loans from any of the world organisations. 8 Re-introducing silver as one of the main currencies. Silver is cheap in comparison to gold and is a good start to having a currency that is never devalued. 9 Allowing every city, town and village to have an open market space where people are not taxed. This is a Sunnah that was established by the Prophet (alayhisalam) in alMadinah. The details of how these free markets are run is in the works of Fiqh. 10 Establishing a national census (Diwan) with the names of recipients and givers of Zakat, Ushr, Kharaj, Fitr etc

I like the Shaykh's talk. I am Ahla Hadees in my creed and have my disagreements with the barelwi thought for my own reasons, but I agree with almost all political views of Shaykh Asrar Rashid. I really like the way Asrar Rashid explains some concepts relating to graves. Many so called barelwis circumambulate and prostrate to graves giving bad names to others. To be honest Asrar Rashid is the most moderate 'barelwi' sunni muslim I have ever seen, and away from Shirk. So far to the best of my knowledge, he is the first scholar in the uk to speak out and advise the muslims on the taliban. I have yet to see what scholars from my school of thought suggest with regards to the taliban. Oh, and since salafiyyah is banned under the taliban, I guess I wont be thinking about moving to afghanistan 😆

Also note to Shaykh asrar. Shaykh Hamza Yusuf mentioned some of the rulings regarding Taliban, e.g. the idea of not allowing women to go out. He mentioned this was due to the fact that women were previously in danger from abusive criminals so for their protection they implemented such laws.

You should listen to Col Imam's last interviews who trained Professor Rabbani Gul Hekmatyar and Mullah Omar Mullah Baradar who are Taliban and talked all about how Al qaeda came how Taliban was formed how everything played out in front of him and for saying all this he was killed by TTP in same year he disclosed all these things in very honest manner
