While he was in high school, he met Muzaffer Sarısözen in Acıpayam. In 1957, he came to Ankara Radio for his higher education and took part in the Yurttan Sesler Choir programs and then became a permanent artist by passing the exams. He moved to Istanbul Radio in 1960.
After working at TRT for nearly 20 years, he settled in Paris in 1977. In addition to his teaching at the Paris Conservatory, he carried out his doctoral studies in ethnomusicology at the University of Paris (Université de Paris, VIII, Nanterre 19). He retired after teaching at the Rotterdam Conservatory.
The artist, who has recorded many albums abroad, lived in Paris for many years and continued his work by compiling (new) folk songs and giving private lessons. Özkan, who contributed many compilations to Turkish Folk Music and trained musicians, has set an example for many baglama players with his unique baglama playing technique.
His funeral was held at noon in Izmir Alsancak Hocazade Mosque on 29 May 2010, and he was buried in Narlıdere cemetery.
