The controversial new 20mph speed limit in Wales will save lives and money, the First Minister has insisted, as he rejected calls to pause the rollout for residential roads.
Mark Drakeford said cutting speed from 30mph to 20mph would protect lives and claimed it would save the NHS in Wales £92 million a year.
TalkTV’s Ian Collins discusses Welsh Labour’s plans with Welsh political commentator and statistician Jamie Jenkins.
Ian: “This is Labour’s war on the motorist… We are arriving in a place of insanity!”
Jamie: “Absolute madness.”
Speaking at a Welsh Government press conference, the First Minister defended the £32 million cost and said it would save the NHS three times as much a year.
“This is a manifesto commitment of the Labour Party, and it was in our election manifesto,” Mr Drakeford said.
“Politicians are very often criticised for not keeping their promises and this is a promise that we will be keeping here in Wales.
“We will invest around £32 million in one-off expenditure and that one-off money will save £92 million every single year in the NHS.
“We will be paid back many, many times over for the investment that we are making.
“I’m reinforced in my belief that it is the right thing to do from the experience we see elsewhere in the world.
“Spain, which has had this policy in place over recent years, have seen a 20% reduction in urban deaths on the roads.”

Even stranger how they have enough asphalt to make speed bumps, but not enough to fill in the pot holes. I always say that we used to drive on the left of the road, now we just drive on what's left of the road.

Simple. Do something about it. They work for us, voted in by us. If they are not doing our bidding, get them replaced. Ignore the current idiots, if you want it done do it yourself, write down what you would like and how you would do it and get other to back you. Then run it yourself. This is what we need to do. Labour and the Conservatives have now become irrelevant.

@@covertcounsellor6797 My maths is good. This change only affects what were 30 mph zones where the AVERAGE speed is less than 30. For a journey of 2 miles in a 20 zone it will add between 10 and 15 seconds.

Most people don't care, including myself. It's barely going to make any difference because people don't travel for long distances in 30mph zones. We use dual carriageways, motorways and other roads with speed limits greater than 30mph.

Same happened in my village. It was 40mph, but was reduced to 30mph (lobbied for by the parish council) for "road safety" reasons.......even though they admitted there had never been a serious accident in living memory. Coincidentally though - a couple of the parish councilors houses front the road where the limit was reduced................🤔

The scenic biking roads won't change. It's in built up areas. 20 is too low. We have it by us and nobody does it cos it's just too slow, they still do 30. Had they said 25 many more would have accepted it

There is a publicly available document regarding the imposition of all these "safety" restrictions which explains the real reason for them. The idea is to make driving motor transport so impossibly miserable, drivers will just give up. This is all linked to the open prisons, no travel for the masses and total monitored control.

If you have a diesel car, driving at 20mph around town will ruin your diesel particulate filter. It will cost you £100's to get repaired. This is designed to get the diesel car off the road

The area my sister lived in in Canada has a 20 limit, it was agonizing, especially when you're the only car on the road, and no one walks anywhere so there's little chance of running someone over. To make it even worse you have to stop at every junction. Picture a residential area, you're on the main road running through it and there's a side road feeding into it up ahead. You can see up the side road and there's nothing there but you have to come to a complete stop then pull away again. You can't just slow down, if a cop sees you do that you'll be getting a ticket.

This is going to seriously affect tourism (I'm in England) as I think people will go to other places rather than crawling around Wales trying to get to the seaside or wherever for days out or holidays. Also, My car has cruise control and I often set it to 30, 50 Etc. to maintain the speed and if I brake or stop at lights, I press it again to get back up to the speed limit. But my cruise control only works when I am going 25mph or over so trying to use it to stick to 20mph isn't happening and so it is quite hard for people to maintain that and I would be up and down trying to maintain the speed and not really concentrating on much else. So guess who'll be going to Scarborough, Whitby and the east coast Etc. in the future. 🤔🤔

It's impossible to stick to 20mph in a modern car. Everyone becomes frustrated within a matter of yards. With frustration comes road rage, mistakes and risk taking. Add the fact that modern cars aren't designed to crawl everywhere at 20mph and we have another moronic piece of legislation.

@@thedubwhisperer2157 Not impossible, but with many cars its difficult due to the gear ratios. 20mph in many cars results in a jerky high rev in 2nd but lugging in 3rd - both are using a LOT more fuel and hence emitting more emissions than if they were doing 30mph. It is hard to maintain a constant 19-20mph without it overshooting or undershooting as the gear ratio in 2nd results in sudden deceleration and acceleration as you come off and back on the throttle. The result of which is people will either drive over the speed limit or well under it - defeating the purpose in the 1st instance and exacerbating the traffic build up and road rage in the 2nd.

@@thedubwhisperer2157 Not impossible, but: Engines were not designed to be running constantly at just over idle. They are actually most efficient at full bore, and least efficient at very low revs (that's how hybrids can achieve good efficiency in spite of having to convert energy, which always results in loss, they are small engines that run at full bore while charging the battery, then stop). The problem is compounded in a turbocharged vehicle, which needs a minimum boost to be efficient. That usually starts at around 2000rpm. The lower the efficiency, the worse the fuel consumption and the worse the pollution. If you use a lower gear for more revs, that's more revs per mile than in a higher gear at the same speed and you run into another issue of passing more gas per mile (gas=fuel/air mixture). You can observe that effect yourself in most modern cars with a real-time fuel consumption display.

The Welsh government has been enlarging the ‘Heads of the Valley’s” road, so far it’s £110 million over budget for the first 5 mile stretch. Now that the road is now a super dual carriageway, they’ve reduced the speed limit to 50mph! Projected costs for the 11 mile section are now over £1.14 Billion!

They introduced 20 mph restrictions in the Border villages in Scotland on the A69. Driving from the border to Edinburgh the traffic would squash up in the villages, just resulting in long convoys. This then lead to increased driver frustration with drivers taking more significant risks to overtake. As anyone who knows the A69 you will appreciate the dangers involved of overtaking on this stretch of road.

I live in the Borders, about a mile from the A68 and use it regularly in both directions - it's made no difference to traffic, but what it has done is make it easy for pedestrians to cross the roads and reduced speeds in the couple of villages/towns (Lauder and Jedburgh are the only ones with a 20 on the A68, all of a mile reduced from 30 to 20 - so added a minute to an Edinburgh-Newcastle journey of 120 miles) with pavements alongside the main road.

Just be careful if you come to Wales after 17th September as EVERY 30mph will then be 20mph. I've had a few practice runs on some trunk roads which will be changing and it feels totally ludicrous driving along a road which very rarely ever sees a pedestrian. This slower speed limit has it's place near schools, in residential areas, near hospitals etc. Having been accident free for 46 years and had 1 speeding ticket, 34 in a 30mph zone despite being a lorry driver for 12 years, I can't help feeling that my almost unblemished record won't stay that way for long, 20mph is a very difficult speed to sit at unless you're in traffic or have your nose pressed against the speedo. Congestion is going to cause nose to tail traffic without gaps, pedestrians won't be able to cross safely and motorists won't be able to come out of side roads because there will be very few gaps in the traffic. Frustration will create more accidents. Traffic won't be able to safely pass cyclists doing 10-15mph so all the traffic slows down to that speed, then some thoughtless cyclist will overtake or undertake the slow traffic creating yet more danger for pedestrians, very few bikes have a speedometer and cannot be prosecuted for breaking the speed limit. Check out the Black Belt Barristers video on this. The 20mph zones may not always be obvious so basically if there's street lights, it's 20mph. Between this blanket 20mph limit, which is going to extend journey times for many and the proposed tourist tax, they're going to severely damage the Welsh economy. A lot of people simply won't come.

Apparently their 'public consulation' involved walking the streets of Cardiff asking young mothers if they'd prefer their child to be hit by a car travelling at 20 mph or 30 mph. Then claimed 'overwhelming public support' for the 20 mph limit. Petition in the Senedd to "rescind and remove the disastrous 20 mph law" currently averaging 1 signature per second and is currently (11am Wednesday) at 271,502 - that's about 10% of the entire Welsh population.

It will create more accidents as people will be watching their Speedo rather than the rd. they also not thought about the fire service. Most of the fire service is retained meaning they are on call and only work when there is a call for them. They must live within 5 mins of the station to be on this system and they have been struggling to get staff cause of this. Some places even pushing the turnout time to 8 mins. However when it drops to 20 that shrinks the pool even more as the speed will mean it will take them longer to get to station there are talks that the turnout will go to 15 mins or even higher. With up to 24 appliances already off the run daily due to a retained staff shortage this will make it worse. When your house is on fire or someone in a bad rtc the last thing you want is to wait 15 mins before the engine even leaves the station. Yes there maybe a couple of live reducing the speed may save on the rd. but how many more will die on the rd or at house fires while waiting for emergency services to arrive. Complete madness

I lived in Mumbles for 2 years and you would be lucky to even get to 20mph 90% of the time before you get stuck in traffic

I don't have a car (unfortunately) but the 20mph means fewer busses per day will be able to run to where I live because each journey will take longer. Anything with a schedule will be messed-up.

I live in Mid-Wales so I'm having to put up with this madness. I travel to the local shop to pick up my newspaper & since this limit has been introduced I can't get out of 3rd. gear to adhere to the 20mph limit which is obviously increasing fuel consumption & producing more CO2

I believe this was trialled in Abergavenny and had to be abandoned due to the serious deterioration in air quality from having more cars hanging around clogging up the streets

There needs to be better public transport in place for a system like this to work. We've become too dependent on cars to the point where it's almost impossible to get around without them and that's the problem.

I wouldn’t get on a bus to go anywhere. People use them like skips, food and rubbish over the floors, drivers verbally abused, passengers refusing to pay. I’ve seen bricks and other missiles thrown at buses, windows broken. Drunks are a nuisance as are unruly passengers.

I'm sure you wouldn't mind if they were frequent, comfortable, clean, well maintained and spacious. Buses in the UK are literally moving toilet/bins. If we want to move towards a greener society with less cars then we need solve these fundamental problems with viable alternatives that people would actually use.

Buses leave the depots clean, comfortable, spacious, frequent but the attitude of the public needs to change. They think they have the right to litter the buses because cleaners are employed for the purpose of picking it up and cleaning. Bring back Clippies who could have some control over passengers and their antics. Drivers aren’t allowed to get involved because of abuse and they have enough to do driving. Sorry, I could go on, I just get tired of the disrespect everywhere today.

In Australia it is 50 or 60 in built up areas and 40 in school hours, and 110 on highways. Brits, come to Australia
