Ignoring realty. Homeless people have issues that lead to be homeless. Cramming a huge number of people with serious issues into a small space..can't say I'm hopeful. This has been tried many times before. The issues each person has would have to be addressed first so they have the skills needed to live in a house and community.

The truth about most homeless people is that they're homeless because they choose to be homeless. I've had to live in my car for a few months more than once due to extreme situations ( Hurricane Katrina, really poor roommate choices etc. ), but it was out of necessity and the very instant I saved up $1500, I was able to bounce back quickly. Someone being homeless for a year+ isn't from it being forced on them, it's because they chose that life. If you're living in a tent for virtually free and you can't go out and get a job with virtually no bills sapping your paycheck, there's no excuse for you being homeless for that long period of time.
