If the angle is extreme enough, yes, even 1mm of armor can be enough for a ricochet. The distinction between "bounce" and ricochet is important, though. And HE should probably never ricochet. But AP and HEAT? Definitely.

The Unstable Brony I think you'll find that Russian TDs aren't meta anymore, still comfortable to play in pubs but they're not competitive. German TDs are the pick.

About the "cool kit"... 1. a red dot (on the barrel, active all time) 2. a second optical sight (presumably telescopic, may include ballistic calculator and/or rangefinder), activated first when going into siege mode. 3. some kind of antenna (GPS? for measuring Coriolis effect?), activated second. 4. wind speed meter, activated third. 5. bipod, activated 4th. 6. radio, active all time 7. pneumatic suspension, activated when needed......e.g. when your teammate needs a jumping mat. Now that's a really complicated system I would say.
